Beyond the Blueprint –
Reopening California’s Economy

As of June 15, 2021, the state has moved Beyond the Blueprint for a Safer Economy and eliminated the color-coded tier system for counties and there are far fewer restrictions on business and social activity.​

However, due to a rapid increase in COVID-19 cases in our community, Contra Costa County is now requiring masks in indoor public places for all people, regardless of vaccination status. Contra Costa County also strongly recommends that businesses consider further protective measures, including requiring employees to get vaccinated.

Masking Requirements and Guidance

In Contra Costa County, all people are required to wear masks in indoor public settings, regardless of vaccination status.  Public indoor settings include but are not limited to:

  • Restaurants

  • Retail stores

  • Business offices

  • Grocery stores

  • Theaters

  • Family entertainment centers

  • Public transit (examples: airplanes, ships, ferries, trains, subways, buses, taxis, and ride-shares)

  • Meeting rooms

  • Government facilities


Requirements for Businesses, Venues or Hosts

Businesses, venue operators or hosts must require patrons to wear face coverings upon entering the venue’s indoor spaces and post signage communicating the face covering requirement at all points of entry.

Physical Distancing: No restrictions for attendees, customers and guests

Travel: Follow CDC recommendations

Mega Events: 

​Mega events are large public events where attendance may exceed 5,000 persons for indoor or 10,000 persons for outdoor events.

Examples of indoor mega events include:

  • Conventions

  • Conferences

  • Expos

  • Sporting events

  • Concerts


Examples of outdoor mega events include:

  • Music or food festivals

  • Car shows

  • Large endurance events and marathons

  • Parades

  • Sporting events

  • Concerts

For all attendees, verification of fully vaccinated status or recent negative testing for COVID-19 is:

  • Required for indoor mega events

  • Strongly recommended for outdoor mega events​
